PROFESSIONAL EXPERIENCE:
Mr. Silka has over 35 years of experience in the environmental field, mostly in Virginia. These projects have included the cleanup of contaminated sites, underground storage tanks, and spill response. He has negotiated with EPA in Superfund cases, assessed potential liabilities, and advised industrial clients with respect to CERCLA. He directed the PRP-lead RI/FS, RD, and RA in accordance with NCP and under state and EPA oversight. He directed hundreds of site assessments, corrective actions, and closures of residential, commercial, and industrial UST. He completed hundreds of Phase I Environmental Site Assessments. Mr. Silka presented expert testimony before Federal and state courts and regulatory hearings concerning groundwater impacts and other environmental conflicts.
